FINANCIAL MANAGEMENT

OBJECTIVES

The Financial Management program provides services in the areas of financial management, governance, procurement, contract administration and travel services to enable the ABS to achieve its strategic directions. The key objectives of the program are: providing timely, relevant, high quality and best practice financial and business services to enable the optimal allocation and use of resources; engaging with whole-of-government initiatives to help achieve the best outcome; and providing high quality, timely and comprehensive management information.

OUTPUTS

The main outputs and outcomes of the Financial Management program are to:

  • manage financial risk, and ensure financial compliance, in partnership with ABS business areas
  • provide clear and unambiguous internal reporting to the ABS Executive to enable informed decision making
  • empower managers with knowledge to manage their resources to achieve maximum value for money
  • provide counsel on allocating finite resources to priority work programs
  • provide accurate and high quality financial budgeting and reporting to the Department of Finance
  • provide high quality policy advice, information and administrative travel related services for all ABS officials
  • provide expert procurement advice and service
  • manage the ABS's assets and capital expenditure effectively.
DEVELOPMENTS

The main medium-term developments in the program are to:
  • provide leadership in supporting the ABS transformation by ensuring internal financial targets and budgets are fully consistent with the strategic plan and relevant agreements with government - ongoing
  • optimise, upgrade and integrate financial systems and associated management information, incorporating shared services - development and implementation of an ABS Financial Management System will begin in 2015-16
  • continue to enhance client service capability and culture via the corporate services delivery model - ongoing
  • improve management information for decision making - ongoing.
